Air starvation in 2.0l Aircooled

Hi, My 2.0l Aircooled (two carbs) T25 is playing havoc.
The van started showing signs of what I think is air stravation somewhere by cutting out at junctions, Fuel economy dramatically reduced and power is dramatically down.
I have a a go at it this morning to see if I can locate the problem and have tried the following;
* Removed the airfilter to which seems relatively clean and ran the van but issues persisted
*Shortened a pipe from the inlet manifold on right hand side under the carb which was kinked and cracked that links to the left hand carb (any ideas to what this is for?). This tube was very long and reversed round on itself and looked like it had been added as a 'that will do' fix by a previous owner
*ran the van and WD40 sprayed all the tubing connections to see if there was any change in engine noise and there was none
Other thoughts is that some diaphargms may have gone in the carb causing the air starvation issues but that is just me speculating.
When I did remove the air filter one side was very clean (left carb side) and the right hand carb side was noticably more dirty as if it had been blowing out some dirty oily substance though not in over abundance.
At a bit of a loose end now as I am not sure what to try next other than get the carb refurb kit.
Any suggestions would be greatly appreciated as I am not the most knowlegable of mechanics.
