Coolant Warning Light.

Today whilst using my 2.1 DJ Van the red coolant warning light started flashing. However the temp gauge read as normal and there were no obvious signs of overheating. I checked the coolant level in the expansion tank and its to the brim. There was no water in the top up tank but no signs of a leak in engine bay. And no signs of water having leaked onto the ground beneath the van.
Question is should there be water in the top up tank, And would it be wise to fill this to the max mark?
Or is it simply because its bloody freezing cold out there and its just old age.
Have read some of the old posts and some say it could be a furred up sensor. Or an electrical problem with fuse 43.
