Might b worth disconnecting at the pump end and trying , this would let you know if cable/linkage ok. Would imagine the prob is there(linkage/cable). Clean spindles at linkage and use gold grease(copper ease), when cable is disconnected check cable runs freely. Any frayed ends, kinks? Do you know who fitted cable, did they follow the original route?
This isn't a t25 specific answer just the logical route that I would follow.
Good luck Stu

Unlikely your issue but with the advent of the first SUB zero temperatures appearing, all cables are prone to freezing especially if gaitor ends (those rubber bits sealing the ends of throttle and hand brake cables) are split and allow water ingress. The water freezes and so do the inner cables.
Don't think this is your problem so you just need to work backwards to see just where the sticking is occuring. In the pedal mechanism/cable or return on the pump body.

Again! tsk tsk!
TBF there is a return spring thing on the diesel pump too, so you can rejoin the class.

If this had of been a petrol engine I would have added throttle body venturi to the list as the spindles can wear causing the butterfly to wedge into venturi and stick.
