heaters yet again

when on a run the van warm on tickover heaters go luke warm been bleed three times not losing water
take revs up to 1600 rpm plus and hot heaters!!!!
could it be water pump ???? if so what they like to change
its a1.9 dg petrol

First thing, are you sure the heater valve is fully opened? When you slide the heater control on the dash, you are opening and closing a valve on the water pipe under the van. Check that the cable is connected properly, if not then open the valve fully and try again.
If no better then this sounds more like a blocked Heater Matrix than a dead water pump. If the waterpump was having problems, your engine would overheat very quickly.
You could remove the 2 pipes to the heater matrix and blow compressed air through to try to unblock it but eventually you'll have to replace it...
Not a job for the faint hearted. I remember CJ remarking that this was the item which VW started with when building a T25... everything else is built around it!!!
