Drive spacer sleeve

Hi
could anybody out there please tell us how to refit the spacer sleeve between the steering lock housing on the steering column?? Ours
is incredibly tight between the bearing and the column...do we need to use a special tool? Drift etc... Really surprised because it came off so easily.
