German Exhaust Reqs for Driving in Cities

Just heard from my mate in Weinheim & he reckons Bricks in Germany now need a cleaner exhaust to allow them to drive in cities.
In his words:
"Mmh, not so well I have to say.
I just learned that there are new exhaust systems for t3s so I will be able to get a green sticker for my vw. So I can go to cities and stuff. Red (which I would have now if I put the sticker on the screen) means you can’t go anywhere because you stink."

1. What's the upgrade, cost, improvement, etc?
2. Assume when we're on holiday & travelling through we can still visit German cities or will we be - in the words of Judas Priest - Breaking The Law! Breaking The Law! (Air guitar solo)
