The replacement pipe is available from a lot of places (brickwerks, VW heritage, JK, GSF..etc) the "rubber pipe" would have to be the right diameter and have a branch off it.
probably would cost as much as the replacement :D

What year is your van?

Bodging......erm I mean fixing, the metal pipe with rubber is only ever a stopgap as it will either burst in a traffic jam at the bodge because jubilee clips aren't that good at sealing without flared ends, or the pipe will just rust away in another place.

Replacements pipes are stainless too and there are two diameters (early and late) depending on the year of your van. Just measure the diameter of the pipe you have now.

Also be aware that you can change the metal pipes for 2nd hand later style plastic ones but these have metal inserts in the ends that also rust and the later pipes are larger than the joining rubber hoses (to rad and to engine) on an early system so create two weak points at either end of the pipe.

Job is best done with the petrol tank out so you can tackle other jobs around there like ancient fuel breather pipes, tank grommets, rusty holes in the top of the petrol tank, perished fuel kneck grommet where it enters the tank, rusted to buggery clutch/brake pipes above the tank etc etc etc

Not wishing to dispute that replacing the metal pipes is the proper solution, I have the temporary fix as you describe.
One metal pipe failed just by the rear wheel. I got a 1 metre length of hose from the local motor factor (less than £10). At the connection onto the metal pipe I had a good 70mm overlap, 2 jubilee clips, and Hylomar sealant. After 1000 miles its doing fine so far.

This is the very same pipe that I have had to replace, ordered my replacement from Simon at Brickwerks as they supply VW NOS of this pipe as VW no longer have it available. There are cheaper alternatives, but are thinner metal. There are also more expensive options, Stainless for example. Check out my thread for links etc.
