Gas bottles

In the van I have a small 907 gas bottle which I guess is sufficient for our needs. It is almost empty but of course can be filled.
In the meantime, in the shed I have a 7kg Calor Gas bottle with a regulator on it that is at least half full. Seems a shame not to use it (although it is too big for permanent use.
My question... If I turn on the regulator I hear the hiss of gas as it connects but then no flow of gas. I would have though I would have a steady flow of gas from the end of the tube or does the regulator do something to cut it off is the gas isn't being burnt? If I push down the little button in the top of the gas bottle gas come out freely. Before I go to the trouble of installing it, do you think my regulator has broken?
