Socket under seat.

Hi.
Found a very rusty, corroded cigar lighter socket under the passenger seat. Want to replace it so I can run a cool box etc off of the leisure battery. The chap I bought the van from thought he was a bit of a wiz with the electrics but I've had to sort a lot of things out. This socket too looks a bit of a bodge job. So I thought I best check in with you good people to see if it sounds good. Basically, a thin wire comes from the positive side, into an in line fuse holder with a 13A household fuse (holder looks like it has over heated and is now knackered), straight into the socket and back out to the negative side of the battery. Is this a sensible set up that I can follow and replace the knackered bit or do I need to start again.
