Starting problem

Hi there can anyone help, ive just bought a t25 2litre Aircooled, the first problem i have is once its warm and i switch it off its a pig to start again, the second problem it smells very hot all the time but some one has told me that its missing the skirt around the engine but have no idea what this is, any help please
