Outer sill and panel.

Hello to all,
Sorry if this seems like an obvious question.I have just taken delivery of a new outer sill and side lower side panel(LHD)for the old van.I have already welded in the inner sill and repaired the B and C pillars.The replacement panel looks like it goes directly from the inner sill to the swage line on the panel above it.What I cant figure out in my ignorance is what is the purpose of the outer sill?Maybe just for strenght in this area.I dont know anyway...Anybody help?
