Opening Quarter Light Seal fitting.

I have removed Quarter Light window and seal as I had to clean all the rust under the seal. And I can't put it back. I spent last 3 hours unsuccessful.
I have tried many ways and nothing. Have you got any experiences? Please let me know. Thanks
