Glow plug lights should be on for 20ish seconds when freezing cold, and not at all when hot. It could be that your temperature sensor has failed, or the wiring to it is open circuit (disconnected or broken). Temp sensor is at the back of the cylinder head. Try connecting the wire directly to the engine body to simulate hot engine. Glow plugs should then not come on at all. Then disconnect it altogether to simulate cold engine. Glow plugs should then light for 20-30 seconds.

Resurrecting another old thread, our glow plug light comes on for every start, irrespective of how cold/warm engine is. It stays on until the engine starts at which point it clears.
What do you think is the cause?
