I had the same engine and was wondering the same thing. I ended up installing a 1Y, but have always wondered. Why not use a 1.6 TD setup, and also install a water to air intercooler. The first thing i would do is take a compression test. If it's still in very good shape then there's no reason the spend the money esp. if you can get a 1.6TD setup cheap. The hardest thing would be to install the intercooler and fabricate a nice large exhaust. It won't have as much torque as a 1.9 but 1.7's like to wind up and with properly built pump, you may even be able to see 6000 rpms

My van was a 1.7 and was converted (previous owner) to a 1.8 petrol mk2 golf gti engine. Goes very nicely, not faaaast but more than enough for me, does 70 fine and I get about 25mpg.
I believe the engine goes straight on to g/box and just need to keep the diesel sump (sounds so simple huh!). Anyway, guess it's cheap to pick up a gti engine, parts are cheap and common and so far it's been v. reliable.
Hope this might help anyway!

lol.van seems to do about 35+ to the gallon so dont want to take much mpg off that.it'll do 76 top end and cruises at 60 which doesnt bother me,but 35 to 40 up a hill in 3rd and 4th does lol

You wont be able to put a turbo onto a na block and expect it to work properly as the pump does the fuelling bit to complement the turbo when the revs load up. The block on the turbos also have oil squirters under the pistons. Use the td block or go to 1.9 AAZ or 1Y but check the block casting to see if it has D/TD as this is the one to use either na or turbo`ed, but the right pump and ancillaries will be needed.
