My new horn won't work!

My van horn sounds like someone blowing their nose, so I decided to change it. I got a nice pair of Hootaz (Oo err!) from eBay, but they don’t work using the normal horn wiring. They work fine across a power pack, but not on the van. I’ve tried them singly, together, bolted up and hanging loose – nothing. I suspect that for some reason they can’t draw the power that they need. Can anyone confirm this? The fuse hasn’t blown, so I can’t work it out. I don’t really want to wire them via a relay.
Has anyone else had this problem?

The horn contact and wiring are unlikely to be able to carry the increased current required by these more powerful dual horns.
You could clean/bend and lube the horn contact so it touches the horn ring more positively, check the column earth strap (I'm fairly sure it has one) but ultimately the best way to deal with this is a relay.

Any thoughts on the best place to site it?
