Bolt missing from chassis rail

i noticed this the other day when putting my bumper irons on, just behind the back wheel. It seems further up the chassis rail compared to where the irons attach to the chassis What is it for? Towbar maybe.

your van did have a towbar
towbars use this bolt as well as the 2 bumper hanger ones i presume to spread the load down the chassis
some very poor aftermarket towbars dont use this but this is not as designed
