ongoing smoke problems JX TD

Hi, I wonder if anyone can help solve a problem with smoke, unburnt fuel.
I have rebuilt injectors, a good secondhand pump and turbo. New stem seals but I feel sure the problem is fuel.
Yet it still smokes under load, quite badly. Not bad the rest of the time, startup is not too grim though there is fuel (not oil) sitting around in the turbo and pipes.
I've gone through most of the obvious as you can tell but still it puffs on climbs.
I've yet to get an exact timing, would it make that much difference anyway?
any help would be great, I wonder if there is any way to check the pump thoroughly to determine if it is as sound as I think? I have been quoted over £100 just to check it out, without parts, which may be the best option to take it out of the equation for sure or have my original rebuilt perhaps.
Also (in an attempt to understand all things) I was told that it is easy to damage the pump buy allowing the shaft to 'float', dislodging a seal, when removing the pump pulley. What's this about and what does that cause, leaks around the pump perhaps?
