70AH is the capacity of the battery. It'll provide 10A for 7hrs from being fully charged to totally flat - and vice-versa to charge it.
The charger provides a certain amount of amps - 4's usual. It'll charge any size of 12v battery. If it's putting out 4A, it'll take 70/4 = 17.5hrs to take it from totally flat to fully charged.
Best way to understand it is to think of it like a water tank with a tap in and a tap out. In effect, you've got a 70 litre tank, and a tap that fills it at 4 litres per hour... It'll charge more quickly with an 8 litre/hour tap, but it'll still fill. Eventually.
