Oil in air filter box

Hi All, bit of advice needed. My brother bought a 86 Velle, bit of a project. It has a 1.9 petrol engine. He has noticed that there is oil in were the air filter sits. What can the issue be?
Also he cleaned the old spark plugs (now replaced) but they get sooty quickly.

Firsly welcome to the forum
Sooty plugs can be from a rich mixture or because the engine's burning oil. A bit of oil can collect in the air filter box, this comes from oily vapours coming through the crankcase breather tower and condensing in the filter duct/housing.
Give the engine a full service, clean out the breather tower and hose and see if this re-occurs. What were the emmissions like at the last MOT ?

Hi Ian, thanks for the reply and welcome. We saw the van on a local vw forum and bought it as it was a bargain. It just ran out of MOT so not sure about emissions. It was layed up for a few months, but started on a jump and ran well.
I will pass this on to my Bro and see how he gets on.

An MOT testing station will supply you with an emissions test result, without an MOT.
Further more they will adjust the mixture if you ask.

Not sure if the they would do that here in Northern Ireland. My Bro is working on it so will get it ready for MOT soon.
