1.6td JX Engine Problem

Been trying to sort out why my syncro has been driving like a folk lift! I gave the van a full fluid and filter service, replaced the turbo to inlet pipe work but its still driving like a dog.
Just fitted a pressure gauge 25psi range to the pipe from the inlet to lda and found that there is zero pressure at any engine revs. I have checked the pipe for any damage and found it to be fine, I have also pressurised the lda and found that it does move but not by much.
My question is as follows:- I know that the design of the blow of valve in the turbo is problematic in that it can stick fully open, however before I strip the turbo out is there anything else I should check?
As I also know that the lda is prone to diagphram failure, so should the lda move when I pressurise it or does its limited movement indicate that there my be a problem.
The syncro has done 100k miles but start up first time with very little or no smoke or strange noises.
Also on this forum I have seen that its advisable to adjust the fuel pump "Screw" to enrich the fuel until you get a little black smoke at high rev's, where is this screw and would you recommend doing the 1/4" turn at a time adjustment until it starts to smoke at high revs?
Thanks
Jason
