engine cranking

decided to change the cam belt and tensioner on the 2e jap import before fitting it .
Removed the covers and started turning the engine over to line up tdc and no 1 cylinder on the dizzy
rotor. while turning the motor over after two cylinders it stops solid turn back the other way two
cylinders and it stops solid again. so tuning 180 deg at the rotor . Taken all the plugs out and
still the same result, to me it looks like this lump is stuffed or am I missing something.
