Mine depends a bit on the angle of the van, ie nose down fuel guage reads high, left hand side down fuel guage reads high.
As for a modification ... some smart a*** will tell you to convert to LPG...

Does it fluctuate on the motorway? It should not move around if your driving on the straight and flat.
If it does move around when your not turning a corner or going up/down hills or appears to be stuck you could need a fuel sensor .

The fuel gauge is another charming thing that makes me smile when owning these vans.
Make a note of what you put in and work out how long it will last using your average litres per mile usage.
Your petrol van will use 4.5 litres for a rough average of 19 miles (mixed use.)
