You Are Being Watched

I receive a package today from the Environment Agency Wales, legal department. Inside it is a rubber seal that i lost on our last laning weekend. I realized i had lost it but only at the end of the day.
Top of the page: CASE: Abandoned detritus "Littering National Park"
Position: Adjacent to unclassified unmetalled road,in vegetation. Nearest town: Betws y Coed, Gwynedd "Exact location available upon request"
There is a lot more on the form but they state that they are not going to investigate further so i wont be prosecuted or receive a formal warning.
I do however have to fill in a small form stating wether i, third party, passenger / dumped,lost,abandoned the item and wether the responsible individual is
an adult,teenager or under 12.
Now my vehicle isnt even registered to my home address but this is were the package is addressed and sent to?
I appreciate the return of my seal and it is good to see our national parks being well looked after.
I just find it rather eye opening at the se-valence in the UK even on green lanes.
Just to add: i collect a lot of other car parts on my laning days, mostly mud flaps, bumper end caps, even a defender rock slider once.
