Depends on the brand each supplier is selling? you need to ask.
Generally leads do not need changing unless there is evidence of tracking or missfiring under load (same goes for distributor cap and rotor arm BTW) tracking is best seen from cold on a damp day, very short/small arcs coming from leads/caps etc to ground (engine or chassis) missfiring under load can be lots of this...plugs/caps/leads etc so is a little more dificult to diagnose.

I've just been to GSF not 'arf an hour ago for a rotor arm and I just asked what brand they stocked. It was Beru, which is German made & the same as the leads & coil I've had from Brickwerks. There is a section in Bentley's on how to test the impedance (if I recall correctly) of your leads etc to see if they are in specification but as stated, the easiest test is if the engine is running ok under load. I recently changed the leads etc as I had an electrical fault I was trying to eliminate. Turns out it was something else but for the money (and the age of the old parts) I was happy to change it.
