New Brake Drums

I've just recieved a big parcel from Germany with new rear drums & shoes (ebay Germany). The drums are Febi (Bilstein) make. Each of the drums has had 2 curved, flat, metal plates about 3.5 spot welded (not very well) to the outside - 2 of which were off when the package arrived. Does anyone know hat these are?? Balance weights??? Packing???
