Don't you mean, more doom and gloom in Surrey.
Is this the proposed TRO for those two lanes, both of which are perfectly driveable and not damaged (drove them about a month ago). A little tight admittedly, but not damaged. I imagine this is due to pressure from the local equestrian community - whom, from a few personal experiences, want all the lanes to themselves.

Bliddy horsey types. Can't / don't / won't keep to bridleways and churn all the paths up. We've got a local mad woman of a certain age who rides on Horsell Common and has a rep (and cautions) for mowing down pedestrians and dogs alike. Doesn't stop, call a warning or say a word of thanks if you are lucky enough to spot her coming and get out of the way
I'd say "Mmm - horse steaks all round, medium rare" but it's not the poor animals fault that their keepers are ar$ehole$...
