I'm trying to install a swivel base in my 89 caravelle. Whats the best way to remove the original runners. They seem to be spot welded in.

You are right they are spot welded look in the base of the runner and you should see little indentations thats where they are welded you need to drill these out becareful though or you will end up going right through

Why are you trying to remove the runners? swivels usually come in two types, weld on or bolt on.
The weld on ones fit between the existing runners and the bolt on ones fit on top of the runners, of course there could be some different ones about but these seem to be the most common.
Of course if i'm wrong i'll stand erected.

I had to drill the runners out and reposition for my swivel seat. It's worth investing in two 6mm drill bits - they do a "spot-weld" drill but HSS will do though the welds are hard - I used a cople of cobalt bits ony £4-5.

PLEASE PLEASE PLEASE watch out for the fuel lines and especailly the the fuel vapour expansion tanks under the back of each wheel arch.

I have just done this job last week to fit new seats in my T3. The spot welds are drilled out and at the end of each runner is a small section I had to get with an angle grinder. Fairly easy job and I now have a brand new pair of reclining, sliding and swivelling bucket seats in my ride. P.S. lots of grease in the swivel units before re fit.
