Carb question

I've swapped the engine in my bus today with another one that I bought complete. At the time I was told that it had a bit of a fuel leak from one of the carbs, now that I have put it in I can see where the leak is coming from. The leak is coming from one of the parts on the left carb that has power going to it. The question I have is what is the thing in the middle of this picture? (All pictures should be clickable to get a bigger picture)

I removed the bit in th epicture and it looks like it has two holes in it that go to the carbs the one with the brass bit in it and the small hole on th ebottom right. Question is what are the other holes for?

I did take the bit apart and confused on how it works it looks like it has a big resistor in it but how does it work?
Does anybody know how I can refurbish one and where I can get new O rings from?
