Carb question

I've swapped the engine in my bus today with another one that I bought complete. At the time I was told that it had a bit of a fuel leak from one of the carbs, now that I have put it in I can see where the leak is coming from. The leak is coming from one of the parts on the left carb that has power going to it. The question I have is what is the thing in the middle of this picture? (All pictures should be clickable to get a bigger picture)

I removed the bit in th epicture and it looks like it has two holes in it that go to the carbs the one with the brass bit in it and the small hole on th ebottom right. Question is what are the other holes for?

I did take the bit apart and confused on how it works it looks like it has a big resistor in it but how does it work?

Does anybody know how I can refurbish one and where I can get new O rings from?

Never a good move to use stuff that comes with a used engine.. better to swap your "known" stuff to the engine... can you use your old carbs?

You maybe right but my carb from that side is missing the choke butterfly, and as the carbs came with the engine I was hoping that they would be set about right mixture wise

I took the "idling enrichment" unit (according to Mr Haynes) apart and this is what is inside

It appears that the brass coloured tube in the middle is actually a resistor that the wires have come off of. I'm guessing that this should heat up and then open or close the metal strip that can be seen in the 3rd and 4th pic. Question is can it be repaired or is it possible to block off the two holes and bypass it completely?
