Attaching the Front bumper

I had the bright idea of removing my front bumper to respray it this weekend. I had no problem removing the screws for the end caps and the driver side outside bolt came off with no problems , revealing a captive nut (is this the correct name?)

However when I unscrewed the bolt on the passenger side there was just a hole with no captive nut and I presume the standard nut that was holding it must have dropped down inside the welded section that the bumper covers.

So my problem now is how do I re-attach the bumper. Other than a few holes around the area there appears to be no way to hold a nut in place so that I can tighten the bolt and anyway those holes will be covered as I offer the bumper up.
Has anyone come across this problem before and can you offer suggestions on what I can do please?
