bear in mind that there is a second fuel filter on some of these carbs on where the inlet hose joins the carb, its like a funnel set inside the pipe. there are photos somewhere on the wiki section of the site here.

change the first fuel filter if dirty, clean out the second one. get air out of fuel lines and crank over

make sure your fuel pump is working properly.

remove carb cover & check the nozzle in carb that its spraying petrol in a mist.

keep tracing problem in this way and let us know how you get on.

are you sure the condensor is working ok?

2.1DJ engine is fuel injected not carburetor.
Has 1 fuel filter just by the fuel tank.
Igntion amplifier, coil, distributror ? checked all these.
I suspect more than likely the coolant temp sensor has gone up the swanny but thats just an educated guess having had loads of problems from them across the whole vw range. Around £10 from vw or gsf but try to get gen. Located in the thermostat housing and think from mem its the blue coloured plug. A search on here should tell all, blue plug and black plug in thermo housing. black is gauge and blue temp sensor.
Is the fuel level low? dirt in tank?
could be any number of things, all enigne earths good?
