Fuel Tank Question

I have a quick question on petrol tanks. I have a 2lt Aircooled van that started out as a 1.6 and has had the engine changed at some stage, which may or may not be relevant.

I've crawled under the bus and looked at the petrol tank when I drained it, and noticed that the tank has two outputs at the bottom one on each side. The one on the offside goes through a filter and then off to the fuel pump and up in to the engine bay into a 'T' piece and then to the two carbs. The one on the nearside appears to go through a filter and off towards the back of the bus into the engine bay then looped back over the tin ware to just above the gearbox and just ends no bung or plug, just ends.

Looking in the wiki at the petrol tank pages it talks about a fuel return. Is this what this pipe is supposed to be? Is it used on either the 1.6 or 2lt and if it should be connected were should I connect it? Or should I block it off?

On a side note I still haven't got it started yet is this pipe likely to be causing any problems not being connected?

Thanks

Yes the 1600 CT engine had a return line to the tank. 2ltrs did not use a return and was blanked off at the tank.
