Can the internal contact that the plunger operates in a starter motor be replaced? Im sure its that thats causing slow engagement of the starter.

sticky solenoid huh?
no but you can clean it and lubricate the plunger
I did this.
it lasted about 10 months, then stuck again

Didn't want to faff about again... so I bought a recon starter for about £60

If you are refering to the one in the solenoid that connects power from the battery to the motor, then I'm pretty sure you can't. Mine is sealed anyway by the casing being crimped over. I suppose you could do it with a lot of giggery-pokery but if you suspect the connections inside then probably the best option is to get a replacement.
Just one thought though, a delay in the motor responding to you turning the ignition key can sometimes be caused by a faulty or worn ignition switch which can be replaced fairly easily.

replacement of the contact cap is part of a refurb, they require a press and tool to remove and care and same to replace
