Wheel arch underseal....

I've just cleaned out the muck in the wheel arches of my newly acquired T25, underneath the muck I've found its mostly painted white (colour of van) but there are patches of black flakey stuff which is either dirt or underseal.. I was guessing its underseal (forgive me if I sound a bit dumb!) so, my question was, if it is bits of underseal whats the best way to get it off, I assume i shoudln't use anything abrasive so do I just scrape at it till its all off? I am also assuming it is best to get it all off before re-painting it with underseal?

oh, and while we're in that area, whats the best way to get rust of wheel rims?

thanks

Scrape it off with the aid of a heat gun or mule skinner...

Don't stop there.. go deeper in and have a gentle prod at all the horizontal surfaces. It's amazing how much crud accumulates on them and between them and the various pipes, springs, bolts, suspension parts; blocking various drain/vent holes etc. I spent about four hours today with a stiff brush under both ends of the van and looked like a chimney sweep at the end there was so much cak. I don't think our vans previous owners went in for anything remotely 'exploratory' in the cleaning dept.
