Diesel black/grey sludge in coolant tank

Running a 1.9 TDi from an Audi 80 and recently been having what feels like fuel surge so assuming the filter has sucked up some "pooh" ,i am going to change it.
Doing the usual checks and the header tank behind number plate is empty and the main header tank is filled with a blacky-grey foam like gunge, any ideas?
Its not overheating- and when i pulled the bottom hose off the coolant that came out looked fine.
Is oil getting into the header tank somehow as it was quite low on oil?

If you say that there was no trace of oil in the water when you dropped the bottom hose off, and there is an oily crud substance in the Expansion tank. The first thing I would do before comtemplating and thinking of removing the Cylinder Head, (Which did happen to me and was quite costly even by doing it myself)
Take of the oil filter off and were the filter canister screws on the threaded tube there is a large thin nut which holds a sandwiched Oil cooler, You will find when removing the oil cooler the only item which seperates the oil from the water is a Rubber Ring (Seal) which can be bought from G.S.F for a nominal sum of £1.50 or buy a new Oil cooler cost me in the region of around £38.00 again from GSF.
Try this first and flush your pipework and expasion bottle out after fitting new seal or oil cooler, Just fill up with water to bring up to temprature as soon as thermostat opens you will see instantley if any oil is still entering expansion tank.
Good luck, but I think you will find this the culprit.
