Rust in sliding door mechanism panel

I have a 1982 air cooled T25 which has developed rust in the upper part of the rear near side back wheel arch where the runner of the sliding door mechanism is mounted . The panel has 6"x 3" hole in it and the runner has disintergrated. I can get  the lower panel of the wheel arch but can find anywhere which does the upper panel or the runner. Plating this does not seem an option as the panel is partly concave and would appear hard to fabricate. Is this terminal ?
