Haynes says you should use new ones ( I'll bet plenty don't)
Stage 1 60Nm
Stage 2 Tighten a further 90 Degrees.
Info taken from Haynes Manual.

I have had hundreds of flywheels on and off, never used new bolts and never had problems.

a new set is 14 quid.. better safe than sorry. They are high tensile steel bolts. VW said they replace them.. however the mechanic i spoke to agrees with andy.. pays your money takes your choice i think. I bought a new set just to be safe
