Wiper Motor Gutless (Video Inside)

Hi Guys,
Thought I would tackle my electrical problems one at a time.
From this video can anyone tell what the problem might be?

I only seem to have 2 speeds for my wipers and they struggle at that, the 2 lower stalk positions do nothing and pushing the stalk away (washer and wiper) does not activate the wiper.
The reason the washer inst going is i am in process of replacing the pump
Any help much appreciated thanks

I can't see a problem?
you are trying the wipers with just the ignition on
That alone is drawing 40 amps to the coil, no wonder they are slow
you only have two speeds any way.
there is no single wipe on the lower setting unless you fit relay 19
fitting this will allow wash wipe too when the stalk is pulled
nothing happens when it is pushed

or get your self a no 99 relay and you can choose the time between wipes
there is no single wipe on the lower setting unless you fit relay 19

Really? How come it has a little picture of a washer and wiper? And pulling it has a picture of a washer?
Also why would the lower 2 positions just both do nothing? Shouldn't there be a pin stopping me selecting the lower one?
Sorry if these questiosn seem silly, but i bought the van as a none runner so dont really know how things are "meant" to run.

what year and is it a panel or a bus

Pushing the wiper stalk activates the REAR wash wipe.

pulling it towards you is a single wipe.pushing it away from you is for rear wash/wipe.from the off position.you should have two up.slow and fast wipe.and down if the white pin on the stalk has been removed is for intermittent..

Now i am confused lol, I dont think its ever had a rear wiper installed.
Its a 1983 panel van, so pretty old.
I will take a pic of the stalk and pics tomorrow.
As far as the MOT goes, as long as i have some kind of washer jet, and i can use the wipers is that ok?

"feck" GENERAL ERROR!!!!!!
had to write this out twice.
My wipers were making a noise and slow to start up.They would gradually speed up but would barely move if the screen wasn't wet.
I replaced the motor which wasn't too difficult and they are much quieter and are up to sped in no time.

Maybe the stalk is a replacement. As the stalk moves down from the horizontal, someone has tried to fit an intermittant system.
