Voltage regulator on alternator

I'm trying to help a friend out who has just bought a JX engined camper.
The battery is draining fast when parked and an ammeter in series with the battery shows a drain of around 3.5 amps or so with nothing switched on. I tried the take the fuses out one at a time test but nothing changed. Then I separated the leads going to the pos batt terminal and did the same ammeter test. The big cable to the alternator showed the drain and there is no charging from the alt with engine running (12.4 volts and drops with load). Removing the brush pack/regulator removes the current drain, but the brushes look ok.
So am I right in thinking the regulator is bad?? Can these be replaced separately? Likely source??
