Ive got got quite a few welding repairs to do before i do a complete respray. Once ive repaired say the wheel arch will spraying it with primer be enough to hold off the rust until the respray?

Give it a coat of primer and some topcoat, primer alone can be porous.

I've just seen where you live - you won't have much of a rust problem on Cyprus, dust yes rust no.

Depends on your final paint type, some paints don't like sitting on top of others.
I had a problem with some patches that I used an aerosol on (the paint type was acrylic), when the two-pack was applied the edges of the patches feathered and wrinkled through.
If you use an acrylic out of an aerosol you can "wipe" the paint of with celli thinners.
