Query - Possible Carb Problem

1st Post!
My 1983 1.9 waterboxer has been driving very erratically lately esp at low revs and when in traffic / slow speed it is almost impossible to drive. To crawl i have to ride the clutch at high revs and even at this it is stalling etc etc...Once up to speed the van drives ok, but the mid rev range is still very dead.
The carb on my engine is a Pierburg Twin choke single - My local mechanic thinks this is a carb problem and has dismantled and 'blown out' the carb. He said there was some corrosion to the inside of the carb, and poss the smaller jets. I have also been using some fuel additive to try clear the system.
2 Questions if anyone can help;
1. Is this definitely a carb problem? - has anyone had experience of this? I have had the timing checked and it is 100% (apparently?)
2. If it is a carb problem can anyone help with a company that would refurb the carb for me?
Once again I think this is a carb issue, but I am open to any and all suggestions!
