help fitting a bolt on swivel base plate

I've just bought a bolt on plate for my passenger seat - it was advertised as a 'simple nut and bolt job' on the website that I bought it from but I have a couple of questions.
Hopefully someone has fitted a similar plate in the past and can help me (the place I bought it from is closed to day and I wanted to get the job done this weekend!)
Would I be right assuming that I bolt it on to the existing runners (there are some holes that line up with the holes on the plate?
It comes with 8 bolts but there are only 4 holes - am I supposed to drill 4 more bolt holes. In other words, should these bases be held in place by more than 4 bolts?
Its a sportcraft base.
