I have heard reversing lights aren't part of the mot but check on the side of the gearbox where the reversing switch is for a loose connection or wire. Should have two wires running to the switch with spade connectors or a single connector.
You will have to have both number plate lights running however...

Check the wiring from the one that is working, it may lead to the one that isn't and could have a connection problem to the second light.
Should be ok for the headlamp as long as there is no moisture or water in the headlamp itself.

Will fail M.O.T. with only 1 numberplate illuminated, Will fail on cracked or damaged headlight, Reversing light dont come into Test, Check your wiring to the numberplate lights, you can bodge it for the test by taking a wire across from the working one, live or earth or take two wires over. Depends on m.o.t. inspector about your headlight if it effects you beam alignment well he might fail or let it go. Good luck.--------

reverse light is not testable.
Number plate will need to work. Do you have feed there to the light?
Headlight can only fail if the damage affects the headlight alignment/pattern.
