Hydraulic Tappets + Carb weber or stock

Found out what was stopping engine, cylinder 3 seized. Few hits on barrel with hammer and all free!
Question is, I removed pushrods and pushrod tubes to gain access to the barrels. However I left the hydraulic tappets in, and I am assuming i dont need to bleed them as i havent messed with them. Is this correct or do I have to bleed them anyway. Secondly when fitting the rocker on each head, I take it I am going to have to set up the rocker pressure as shown in the haynes?
Also on an unrelated note, I have a choice of carb to put back on the engine, the stock solex's which look abit ratty or a single weber carb kit that came with the engine. I know people suggest to get the stock rebuilt at gasure but i cant really afford that atm. If the weber was set up properly on a rolling road, would be mpg be better than the stock twin carbs?

E D I T: As another random question, engine was stood for 3 years then wouldnt start due to (lightly) seized piston. Is it worth changing piston rings, as there is no visible scoring, just heavy carbon deposits. Dont want to put it all back together to seize again 2 miles down road.
