Greg,
There are a couple of nearby suggestions on wildcamping.co.uk. here:

http://www.wildcamping.co.uk/forums/for ... y.php?f=22" onclick="window.open(this.href);return false;

I normally scrutinise the OS map and use Google maps to view the aerial photography. At this time of year it's remoteness rather than legality which is the factor!
The east side of the lake appears more remote, with a few forestry tracks, but the west side may be more scenic, though with more major road.

I would head round the north side of skiddaw as it is pretty quiet round that side and there arer plenty of places to pull over for the night.
