steam?

Hi all
1985 1.9 watercooled.
Was going up a very steep incline today, van missed slightly then poured out a fog of white 'smoke'. Turned off engine pronto. However started her up again no problem, still 'smoky' but cleared quickly and engine running fine, no weird noises bangs or clanks doesn't seem to be losing water.
Could it be water in the fuel? if water in bottom of tank could a steep incline cause this to be drawn into combustion causing lots of steam rather than smoke. Also does anyone know if there is in fact a water trap anywhere in the fuel line.
