It sounds like you have an engine and or tinware that was not the correct one for the T25.
Where abouts is the blanked off dipstick hole.
Some of the type 4 blocks have a dip stick fitted from the top right hand side of the engine while the original bay and T25 stick went in to the right of the fan on an angle through the tinware.
I the engine has a W code and was built up using an original 1700 block then you may have the hole for the dipstick that goes in through the top of the engine to the right side. This will be the case if the engine is from a 411/412 car. If the engine block is from a 1700 bay window camper then the dip stick will be next to the oil filler tube.
On some of the after market kits sold to fit the type 4 engine into the type 1 (beetle) they incorporate the dip stick inside the oil filler tube.
This raises the question, where do you put the oil into your engine. Through an angled tube at the fan end of the engine or through the breather box at the top of the engine?
More info needed to answer your question properly, but there are options for sure with dipstick fitment!

A pic of your engine bay would be handy....
I fitted a "W" 1700 to an early T25, used the 1700 tinware with a lot of fabrication to make the tin fit the bay and seal it properly..
