Rust hole repair!

Ok so that time again, applied my circular wire brush attached to a drill to a bubble near the rear wheel arch and now i have a hole about 4" x 2" although this will probably go slightly bigger as i plan to cut away a bit more. I have a few questions, the perimeter of the hole has vactan applied all round it, i plan to "curve" the edges of the hole in and provisionally hold sum aluminium gauze in with some filler just round the edges to begin with, let that set then tidy up and complete the rest of the hole with filler, the filler i am using is called Metalik, which is filler with flakes of aluminium in.
now my questions,
is it ok to fill a hole this size just with filler, will it be strong enough And do i have to remove the vactan before i begin applying the filler?
Once the filler is in place then sanded is there any way to seal the filler as it'd be quite pourous at this stage(i know the primer and top coat will seal it put i mean as an extra measure)?
is the vactan on top of the filler and around the surrounding area enough to primer the area, or should i actually apply a spray primer then top coat?
