Tackling bubbling seams

Can anyone tell a layman what is the best way to rub down heavily bubbling rust patches around a seam?
I have some vactan to treat the seams once I've flatted them backbut I'd like to know what I should use to rub it down with. Or am I being a dope and it's as simple as coarse emery followed by wet and dry?

I've been using a wire brush attachment in a cordless drill, or gentle pressure with an angle grinder. Depending on how heavy the bubbling is.

Look at the home-use sand blasters on ebay (£20-£30) - the type that recycle the abrasive grit. THey generally have a nozzle on. These get into these areas nicely.

I used a Dremil with a tungsten bit on it. (fine pointed)
Done the job fine. Gets right into the seam.
Then used Vactan.

It's not getting into the seam I'm asking about it's flattening the bubbling around the seam on the panel.
Do I rub it down back to metal, treat it and then fill it?

i suggest a 80 then 120 grit flap disc on a 4 1/2 ins grinder , get back to bright metal, vactan, then acid prime , wet dry 400 then 1200 , color prime, w d 1200 then top coat , w d , recoat .
( i used a .8 mm disc with
ultimate care ! 
to clear out the seam, btw )

Yep, do not leave ANY rust or it will soon come back. Has to be bare metal. Thats why i recommended a recycling blaster, they do a good job in that respect and fairly quickly.

Sadly I have no pneumatic facility. So a sanding disc and dremel will have to suffice. Cheers all

Once I've rubbed the seams back to good metal can anyone recommend a good filler to smooth out the pitting?

wouldnt worry about the filler two much, mostly the same for the large part, just pick up what ever is handy

I am under no illusions of emiminating rust. Just to reduce the signs of it and then keep on top of it............lsomething the lazy previous owners never did for the past 23 years
