Does the vacuum thingy DO anything ??

If you mean the vac unit in the air intake.. then yes it should.. when the intake temp is low the flap will open/close to suck warm air from arounf the exhaust pipe.. in reality, its not really needed unless its very cold..
I havent had one fitted to either of mine for years... when its cold its a good idea to let it run for a minute or 3 whilst the engine gets some heat into it.. this usually isnt a problem as the windows are frosted up and require clearing and demisting etc...
