Cant you do it all by post then you dont have to talk too anyone! NO you wont have to trailer it, just have a confirmed MOT appointment and have it put onto your chassis number.
The speedo is a grey area but seems to being more and more thrown in now! Good Luck!!

We got our '82 Westy registered in London with no need to trailer it, or convert the speedo. The 'inspection' they gave it to gain registration was cursory - basically a bloke came out to the carpark, got out a clipboard and ticked a box that said 'Big Green VW Van' and gave it it's deserved 'X-Reg' plate code.

It sailed it's MOT with electrician's tape on the headlamps too for two years so far so I think it must be a case of some rules are bent in different DVLA offices. Maybe try registering it elsewhere?

The 'inspection' is only required on vehicles 20 years or older. It is to confirm that the chassis no. and engine number correspond to a genuine vehicle of that age, it's a leftover in case the government reintroduce the free taxin for older vehicles again which has actually been mentioned in the conservatives plans somewhere...
I'm not political at all ( as Billy Connelly says 'if u want to be a polictician then that should exclude you from the job!!') but labour changed the rolling 25 years tax thing at their very first budget and i think that it'll always be a Tory thing to keep em cheap and ya know why? Theres a HUGE amount of Tories that have classic car colections apparently.... not sure Maggie did tho...

Hmm.Older vehicles should be exempt, its a green thing keep them on the road rather then manufacture more, on the other hand the gov will tell us that modern engines are better for the enviroment, , all I can say is I have a corsa 1.2 hire motor, did 355miles and had to put £40 in.
my old tdi golf would do this miles on £25
